Group work : APEC

Our group chose APEC since it was not much discussed in class. Asia-Pacific Economic Cooperation or APEC is a forum to facilitate economic growth, cooperation, trade and investment in the Asia-Pacific Region. It has 21 member economies which some of it are Philippines, Australia, China, Singapore, New Zealand. APEC’s purpose and goals are to further enhance the economic growth and prosperity within the region and to strengthen the community of Asia-Pacific. It is working to reduce the trade barriers specifically tariffs across the region, and to increase exports by creating efficient domestic economies, also to create jobs and greater opportunity for trade and investments. Moreover, it works through cooperation that the region will be an environment where there is safe and efficient flow of goods, services and people. As a smaller international organization, APEC is seen by its member states to be much easier to work with. Also, APEC has no treaty obligations required of its participants. Decisions made within APEC are reached by consensus and commitments are undertaken on a voluntary basis.

Quirino Grandstand Hostage Crisis

Last August 23, 2010, I had no class so I stayed the whole day in my dorm. Around 10:00 am, there was a news flash about a bus of foreign nationals from Hong Kong being hostage by dismissed Senior Inspector Rolando Mendoza. I just heard the news and I was aware but that was not a big deal to me because in my mind it will be settled right away and peacefully. And I was wrong. My day passed by while doing some school work and around 5:30pm my roommates and I watched a movie in our dorm and when the movie was over, I changed the channel to ABS-CBN and was so surprised on what is happening, that the hostage taking that I thought will be settled peacefully is now a news all over the world, as well as in Facebook and Twitter. It was really devastating and humiliating. As my roommates and I were watching, we were yelling in front of the television, instructing the SWAT team on what to do. Yes, I am not a professional but it really got into my nerves when they can’t capture the hostage taker knowing that they are about 20 in the troop and Mendoza was alone. While watching, thoughts are growing in my mind, like this would really strain our relationship with China, our tourism industry will suffer. I am really sorry to those who were killed, they have nothing to do with Mendoza’s case. Also, I was disappointed with our President because I’ve never heard something from him in the event of the crisis, I was expecting a lot from him since he is our country’s leader though I also pity him because he already have this kind of challenge to face knowing that he is in the office for just two months. To sum this up, Philippines is not the only country that has experienced hostage taking so I believe that our country is still safe and not to be black listed, and to ensure the safety of every people in the Philippines, Filipino or foreign nationals, the police must be well trained to protect and rescue them in times of crisis like this.

Child Soldiers

On the afternoon session of the SEM-CDA seminar last August 28, 2010, I did not had much information on the topic which is Child Soldiers because I came in by 30 minutes before the end of the speech of the last speaker because I had reporting in my other class. I really would like to know about child soldiers but 30 minutes was not enough and I was not able to follow what the speaker was saying maybe because I was not able to hear him from the start. I wish the report was finished earlier so that I was able to hear the experiences of the two speakers, specially encountering with child soldiers.

Public Diplomacy

Last August 28, 2010, we attended the SEM-CDA seminar on Public Diplomacy. Supposedly there were three speakers but only one came. He is from the Department of Tourism and I was not able to hear his name. Throughout his speech, he kept on saying that experience is the best teacher and he strengthened that by stating his experiences abroad and understanding the culture of other countries. He pointed out to us the activities of DOT, first is the familiarization trip which they invite people to visit the Philippines. Since DOT operates small budget, one of the smallest budget in the administration, they also rely on the word of mouth promotion which is an inexpensive promotion. Next is promoting websites which people can book thru the internet. Last is rebranding tourism products and the Philippines like the WOW Philippines and develop more digital campaigns, disseminating information thru the net. Then we had an open forum which there were questions that are about the hostage crisis last August 23, 2010. There was a question what did the DOT do to make up for the hostage crisis, the speaker told us that there were an industry forum for that incidence and they talked that they wanted to be aggressive but not too aggressive to show their sympathy and to show that we are sorry and the issue will die eventually and they have plans but it will take some time before they implement it. He gave us an idea on what the Department of Tourism is all about and the thing he said is YOU ARE THE NUMBER ONE AMBASSADORS OF YOUR COUNTRY.

Philippine Foreign Policies major concerns

August 16,2010, we discussed the major concerns of the Philippine Foreign Policies namely the regional arrangements and multilateral organizations, territorial rights: Spratly’s and the South China Sea, Direct Foreign Investements, Tourism, and the Overseas Filipinos. First is about the regional arrangements and the multilateral organizations, where we can promote our national interests through developmental diplomacy.

The second major concern is the territorial rights on Spratly’s and the South China Sea. Besides the Philippines, there are a lot of countries claiming Spratly’s islands and South China Sea as their territories which are China, Vietnam, Malaysia, Brunei and Taiwan. As a member of ASEAN, the Philippines decided to settle the territorial disputes in a peaceful and friendly manner and without use of any force. I think that it is right to resolve this conflict through friendly and peaceful means, however I believe that their ways of resolving this is not effective because it has been so much years since this territorial dispute started, so I think, these countries must think of a more effective way on how to resolve this issue peacefully.

Next are the direct foreign investments. I can say that foreign direct investments are very important to our country because these foreign investments provide a lot of jobs to Filipino. China, USA, Japan, and countries from Europe and ASEAN are considered as major sources of our foreign direct investments, technology transfer, as well as trade.

Fourth is tourism. There are a lot of places in our country that can be enhanced to be very good tourists’ spots, some of these are Cebu, Bohol, Tagaytay, Palawan, Ilocos, Davao a long with these, the airline industry here in our country must be also improved. Filipinos, known as being hospitable plus the enhancement of these places and the airline industry will improve our tourism to encourage not only foreigners but also us Filipinos to visit our own finest places and that can be a very good help to our economy.

Lastly is the concern for the overseas Filipinos. Now, they are considered as modern day heroes for being the largest contributor to our economy because of their remittances. As a support for them, the government is committed to abolish one of the factors that the life of the OFW’s lives will be in danger that is terrorism, also the government continuously provides assistance to Filipinos overseas through the Department of Foreign Affairs and other government agencies such as the Philippine Overseas Employment Administration and the Overseas Workers Welfare Administration.

Also, August 16, 2010 is our last day of meeting in PHIFOCY wherein I was surprised because time flies so fast, I just seem that the term had just started.

P-NOY on ASEAN

In P-NOY’s speech, the only thing that retained to my mind and the part that I really like is that P-NOY wants us Filipinos to be aware of our country being a member of ASEAN by translating the ASEAN Charter to Filipino and introducing the Charter in the schools here in the Philippines. Because Filipinos, especially the youth will be knowledgeable about ASEAN and through this, they can now critique and voice out their opinions about the bloc. Strengthening our bonds with other member states of ASEAN has a positive effect to our country especially with our economy through free trade agreements. I feel that President Noynoy's speech is somewhat indefinite regarding his plans for our country towards ASEAN. Still, I hope that his administration will be able to achieve the goal of ASEAN by 2015, a year before he leaves his of office.

Philippine Foreign Relations

Last August 9, 2010 was the 43rd ASEAN Day. And we discussed the Philippines’ Foreign Relations, specifically with USA, Japan, China, ASEAN and the OIC.

First is our bilateral relation with USA which was strengthened because of the world wars that they fought together, because of the 3M Filipinos in the USA and because of the 9/11 attack and the known product of this relation is the Visiting Forces Agreement which was made because of the commitment of both countries to fight global terrorism. And we really have to strengthen our ties with US since we depend on them economically.

Next is the relation with China as the economic power with largest growing economy in the world. In terms of trade and tourism, the entry of China to WTO is an advantage to Philippines so that it can expand trade with China and attract Chinese to visit the Philippines.

Regarding Japan-Philippines Economic Partnership Agreement, it is also an agreement that is not equal like dumping of their said to be ‘non-toxic wastes’ to the Philippines in exchange for employing Filipinos to Japan. JPEPA must be reviewed and amended.

The Philippines supports the vision of for a more united and integrated ASEAN Community, working together towards economic growth, social progress, cultural development in the region. Also, the Philippines is working with Indonesia and Malaysia to stop the terrorist in the region.

With the Islamic Community, the Philippines is seeking to form a stronger relations with Organizations of Islamic Community which can resolve the dispute in Mindanao. Though it can be a solution with the Philippines’ problem regarding Mindanao, it will be hard to be part of OIC since the Philippines os dominated by Catholics.

Anti-VFA

I.

“The VFA is crucial to building strong Philippines and maintaining a stable Asia-Pacific.” I can say that this can be contradicted since USA can be a threat to peace in Asia-Pacific. As Miss said, USA can take advantage of our country by having us as a strategic position on surveillance to China. If this will happen, it may result to war and of course, Philippines will be implicated.

Second is that “US is our largest source of foreign military financing,” allocate a lot of money to strengthen security at our borders etc. But why are they giving all of these to us? It cannot be something out of kindness because we all know that a State do not have that. And from our discussion US need an agreement such as VFA because they need ports, training facilities and logistical bases and to make the Philippines a support base for US military operations in Iraq and Afghanistan. So it means that they are giving us those aids for their own benefit and not to ours and maybe for their other hidden agendas.

Third is “VFA facilitates RP-US cooperation eliminating the scourge of terrorism.” In the article, it was stated that Philippine forces was given by US logistic and intelligence assistance, and they were able to capture and kill some of the members of the Abu Sayyaf Group. If the VFA is really effective and if US is sincerely helping the Philippines on eliminating this small group of terrorists, they would have already pulverized the Abu Sayyaf Group in the span of 12 years since the VFA was signed on 1998.

Fourth is “the civic-humanitarian component of VFA-related exercises also form the backbone of the soft approach to combating terrorism and fosters inter-faith cooperation between Christian and Muslim communities” and it was clearly seen when US Senator Daniel Inouye visited the Philippines and seen Christians and Muslim Filipinos in Zamboanga cheering on US troops and waving the flags of both countries. Do they think that those Filipinos that waving their flags are aware of the VFA? For me, Filipinos are really appreciative to foreigners. That instance may seem that it was just a plain motorcade of a Pinoy celebrity. If they only know that the US is here to exploit our country and ‘help’ us for their own benefit, I don’t think they will be waving their US flags anymore.

Lastly, “The VFA directly benefits the Filipino people through it civil-military and humanitarian component .” The article stated that the US forces helped for the welfare of the Filipinos through medical missions, donations, constructions of building, etc. But we can remember that once there was a controversial story about a Filipina that was raped by an American soldier and we know that the Nicole rape case was neither the first nor the last.

I am not against with the country USA because if I say that I dislike the United States of America, I am a hypocrite because I love their products and I want to go to their country. It is just this agreement and on how they blind us Filipinos that they are here to help but then again they have their hidden agendas behind their aids to us that I really hate.

II.

I believe that the Visiting Forces Agreement does not affect me as an individual directly. But it can affect me by the rights that the agreement is giving to the US soldiers. It affects me as an individual that is a resident of the Philippines because those US soldiers have more privileges and immunities than us Filipinos. That is so unfair that someone from another country has more privileges than the resident of that country.

VFA

Last meeting was spent on discussing the Visiting Forces Agreement between the Philippines and the United States of America. First, we were given articles to read about the VFA and the article that I have received was pro-VFA. When Miss said that we will going to have a debate and defend for the article that we have. I already got disappointed because I know that we will not going to win the debate since most of us who received the article that is pro-VFA are against on the agreement being discussed. However in the end, I was very thankful because the debate did not push through. J

I have heard about VFA or the Balikatan exercises , even before I became a CDA student. Since I was younger, I only believe on what the television says, that the Balikatan exercises is a training of Filipino soldiers along with the American soldiers so that our soldiers will be taught of new strategies and skills in short, this agreement is made to help the Philippines. That is what I really believed about VFA until I came across it again now, being a CDA student. I have learned about what VFA really is last term on my CONDIP1 class and now in my PHIFOCY class. I am really against it, because we just let the USA to exploit our country and the fact that the agreement is only considered by them as an Executive Order which shows that they are not fully willing to be engaged to the agreement because having an agreement must be considered by both parties in a same level. And yes I agree that the only notable privilege that we have received from the VFA is allowing us to shop imported at military commissaries. Another thing that I have learned that made me really against is that the American soldiers have the privileges and immunities like what the diplomats have.

I really don’t believe in this agreement. That is why I am counting on to our President Nonoy to abolish this agreement or it can be amended that will result to a fair agreement and will cause benefits to us and not as burdens.

P-NOY and FVR

I can say that Fidel V. Ramos, our 12th President, is one of the great Presidents that our country had. That is why I chose his State of the Nation Address to compare and contrast with the SONA of our 15th President, Benigno Aquino, Jr.

In FVR's first SONA, he presented us some of the problems our country facing like in the SONA of P-NOY. Both of them did not focus much in our foreign policies though in the latter part of FVR's speech he addressed to some issues in the international arena like the end of Cold War. They mentioned about ensuring higher quality of education, privatizing public corporate sector that are better managed by the private enterprise, and fight against corruption.

There are differences in the way both presidents delivered their speech and the content of it. First is that P-NOY's SONA was more understandable than FVR's since it is in Filipino and I believe that a lot of Filipinos appreciated that especially those who are not proficient in English. Another is FVR addressed his intention of continuing and enhancing the works of the Cory Administration while P-NOY pointed out a lot of anomalies in the Arroyo Administration. FVR gave us more concrete solutions than P-NOY.

In the last State of the Nation Address of Fidel V. Ramos, he showed us his accomplishments and made to life what he said in his first SONA. We still do not know what will be the achievements of our current president but we are hoping that all the problems that he mentioned in his SONA will be abolished through his proposed solutions like what FVR did.

Former President Fidel V. Ramos had proved us his prowess, now it's time for our President Benigno "Noynoy" Aquino to show the people of the Philippines what he has got and to lead us to progress that he is pertaining to as "tuwid na daan".

P-NOY SONA

July 26, 2010 was the first State of the Nation Address of President Noynoy Aquino. While I was still in my dorm, I tried to listen to what P-NOY said, after his speech I researched for it right away. I had a hard time searching for it then surprisingly I found his speech in his fan page in facebook! Now, I proved that facebook can help me in doing my homework. J

In class, we discussed about it. We were asked to cite parts of his speech. Some of us gave that the 70% of the Calamity Fund for this year was used already, MWSS and officials’ too much allowance and benefits, the rebellion of CPP/NPA/NDF, MILF, the tax evaders, issues about NAPOCOR and MRT, and the deficit problem. Miss labeled these as the problems seen by P-NOY from the former administration while his proposed solutions are the Fiscal Responsibility Bill, public-private partnership where the government doesn’t need to spend on anything, faster transactions in business registration, establishing the Truth Commission, the Whistle Blowers Bill and the Witness Protection Program.

We noticed that there are more problems than solutions and the president did not state anything directly about our foreign policies. Miss said that it is risky because maybe in the next six years, this administration will just focus on pointing out all the wrong doings of the former administration led by former President Gloria Macapagal-Arroyo. However, determining the problems first is a really good start for P-NOY for him to lead the change to our country for the better.

After the discussion, we formed groups of six which we must determine a proposed solution that can directly solve a problem stated by our president.

The change is not only in the hands of our president. We should help him in doing his job by abiding the laws and being responsible citizens.

Peace Process in Mindanao and Moro Problem

We submitted our midterm paper last July 19, 2010, then we had a short discussion about the Peace Process in Mindanao and Moro Problem, which the Malaysia is the third party facilitator. Since 2001, Malaysia was our third party facilitator but there were no progress seen up to the present because Malaysia is trying to disrupt peace for their claim in Sabbah. Now the issue is if Malaysia should be retained as the third party facilitator. If the Philippines would not retain Malaysia and be replaced by Indonesia, Malaysia might resort to war with us though Indonesia will help us. We need to seek the help of US if we will change our third party facilitator but US might take advantage of it and may cause tension between US and China because Philippines is a very strategic for US to have surveillance to China. On the other hand, if President Noynoy will not change Malaysia as the third party facilitator, there might be a coup d’état led by the AFP and some influential persons. I just realized that this is a very delicate issue because of the consequences of every decision, and whatever it may be we hope that the result will be for the good of the Filipino people. After the discussion, we again had an early dismissal to have a break from stress because of the midterms week. Thanks Miss! J

Foreign Policy : Heart of international relations

Last July 12,2010 I have learned that the constitution, history, institutions and interest groups are the factors that makes us understand a foreign policy of a country because these factors are the basis of forming foreign policies. There are four steps to draft a foreign policy, first is the decision making where the goals must be set, meetings and consultation with stakeholders and collection of foreign data take place. Second is the implementation of the policy after is the results and consequences which determines the situation if the policy was effective or not and last is evaluate, where the foreign policy can be adjusted or revised. This process is continuous for after evaluating, the policy will again, undergo decision making and so forth. There are three types of timeline of foreign policy, immediate which means now, midterm that is for three years and long term that is good for six years. After the discussion was the group activity of drafting a foreign policy though it did not take too long because we had an early dismissal because the air con was not working properly.

Protection of Nationals

Protection and preservation of national security and territory is important, as well as the Philippines’ relation to other countries, and of course we should not forget the economic progress. And these topics must not be set aside for these will determine the development of our country. However, there is more important topic than these, and I consider that it is the protection of nationals. The nationals of any country are important, they are the ones who run the government, who contribute to the economy, who represent their country to other states, and who protect the territories of the country. In short, a state is useless without its nationals for no one will administrate and participate for the development of the country.

In our country, Philippines, businessmen are not the only ones who contribute a lot to our economy but also the Overseas Filipino Workers or the OFWs because of their remittances. Nowadays, we rely for the OFWs’ remittances, and treat them as our modern day heroes. And I believe that the Philippines must formulate more effective foreign policy or policies towards the protection of nationals, especially the Overseas Filipino Workers for the Philippines is a democratic country, which the people and their voices are the most important.

Our country must protect the OFWs because they are not in our own country. We know that it is harder to live when we are not in our own country or to the place where we used to live. The climate, the language, and the culture may be some of the reasons why it is hard to live in another country also, maybe because the treatment and perception of the nationals from the other countries towards Filipinos. It is also harder for them to fight for themselves overseas especially they have limited connections with people there. It is like in sports, others say that it is harder to win a game if you are not playing in your home court because the environment, ambiance, and the atmosphere maybe different from what they are used to be.

There are a lot of controversial Overseas Filipino Workers all over the world. And in my opinion, the most talked about was Flor Contemplacion, even if the case happened for almost two decades years ago. Flor Contemplacion, a 42 year old Filipina from San Pablo City, Laguna, was a domestic helper in Singapore. On May 5, 1991, through the diary of Delia Maga, she was accused of double murder by killing Delia Maga, also a Filipina maid, and Nicholas Huang, the son of Delia’s employer. The findings were Delia Maga was killed through strangling and Nicholas Huang was drowned in a pail. Flor was found guilty because of her statement where she admitted that she did kill Delia Maga and Nicholas Huang, not knowing why she was able to do that and because of the paraphernalia used to kill the victims. There were several appeals of the Philippine government to stay the execution; there were countries that wrote letters to the Singaporean government in support for Flor. Also, two weeks before the execution, there were new statements from two Filipina maids suggesting that the four year old boy was an epileptic and during the sudden attack of epilepsy, he got drowned in the bathtub and when the father of Nicholas knew what had happened, he was so angry that he was able to strangle Delia Maga to death and framed Flor of being the one whi did the crime. Virginia Parumog, one who shared a cell with Flor, said in an affidavit that Flor is innocent. “Delia immediately phoned her employer about the incident. Her male employer immediately rushed home. Very angry, the employer strangled Delia’s neck” the statement that Flor has told her.[1] Other claims by Virginia were Flor had undergone electric shock treatment and was sexually abused by the jail guards while waiting for the trials. These statements made by Virginia Parumog were dismissed by the Singaporean Home Affairs Ministry, they said that “These claims are pure fabrication”, “The wild and baseless allegations of Virginia Parumog are yet another attempt to stir up controversy over the Flor Contemplacion case, without any regard for the truth.”[2] The Home Ministry also added that the Philippine embassy officials visited her for nine times during her imprisonment so Flor had sufficient opportunities to protest her innocence but she chose to tell the story to Virginia Parumog. The Home Ministry said “Are we to believe that of Flor Contemplacion felt that she was innocent she would chose to say so only to a prostitute in prison” and according to them, Parumog had been arrested in Singapore on June the 25th, 1992, and had signed a statement saying that she had come to the island republic for prostitution and "was charging Singaporeans $100 ($70) per sexual entertainment."[3] All the statements of the two Filipinas and Virginia Parumog, all the appeals from the Philippines, and the letters from the other countries were not sufficient to spare Flor Conteplacion from death. She was hung at 6:00 am of March 17, 1991, Friday with three other male drug traffickers at the Changi Prison.

Another controversial story about an Overseas Filipino Worker was the story of a simple man Angelo Dela Cruz, a father of eight who left the Philippines in 1996, he was a truck driver based in Saudi Arabia. On July 4, 2004, he was abducted by the members of Khaled Bin Al-Walid Squadrons, a part of Iraqi Islamic Army, he was held captive for two weeks but no harm was done to him, and he was threatened to be beheaded if the Philippine government will not withdraw its troops, that consists of 51 Filipinos, from Iraq as soon as possible. A lot of Filipinos developed their sympathy towards Angelo Dela Cruz when his first video with seven masked gunmen surrounding him was released on July 7, 2004 which caused pressure on our former President Gloria Macapagal-Arroyo. Angelo Dela Cruz was freed on July 17,2004, he was dropped off in front of the Embassy of United Arab Emirates in Baghdad within 24 hours after all the members of the Filipino humanitarian contingent in Iraq were pulled out, one week earlier that the original plan that the troop was due to leave Iraq on August 20, 2004. Being the first country who gave the request of the terrorist, the decision of the former president had received a lot of criticisms from United States of America, Iraqi government, and the other allies in the international war on terror because they said that giving what the terrorists want may cause more trouble because they will gain more courage to threat more people and countries. In spite of these criticisms, still the Philippines rejoiced for the release of the poor truck driver from Mexico, Pampanga. "I made a decision to bring our troops home a few days early in order to spare the life of Angelo. I do not regret that decision. Every life is important,"[4] "Angelo was spared, and we rejoice." [5] former President Arroyo said. Angelo Dela Cruz is still lucky because former President Arroyo’s administration and the prayers of the whole Filipino community were able to save his life, unlike the poor Flor Contemplacion who was put to death because of the crime that we are not sure if it was really done by her.

These instances that happened to two of the Overseas Filipino Workers are really upsetting. Filipinos go overseas for them to provide a better life for themselves as well for their family back here in the Philippines and yet they went through those kinds of experiences. These happenings do not only deprive Filipinos but also strain relations between our country and the countries that are concern.

Though they have different kind of story and outcome, Flor Contemplacon and Angelo Dela Cruz are both representatives of Filipinos overseas that undergone a devastating experience, and we know that there are a lot of these kinds of stories only they are not being known to us maybe because those are not as grave like their experience, especially like Flor’s.

There are a lot of Overseas Filipino Workers that are being maltreated by their employers through physical and mental abuse, nonpayment of salary, not following the contracts, etc. Some of these OFWs who received maltreatment from their employers are the seven women working as maids in Abu Dhabi. They only have three hours of sleep everyday because they are forced to work until 2 in the morning and must wake up at 5:00 am. They were experiencing hunger for they eat only once a day. But the brighter side is that they were able to escape from the cruelty of their employers and was able to come back home at April 23, 2008 with a help from a senator. Another two Filipinas, 21 years old and 27 years old, were hospitalized in Dubai because of the injuries they gained from their brutal employers, they suffered from cuts, broken bones, etc and the report said that the sadism of their employers became habitual that actually happens almost every hour. Also from Dubai, there was a 32-year old Filipina that was repatriated after suffering a year of maltreatment from her employer. Her hair was burned by her employer when she was not able to pacify the child that she is taking care of, she was hit on her private part and was also throttled. “Kinuha ang kamay ko iyun ang inilagay sa apoy,” she said.[6] The employer burned her hands because she was not able to wash the dishes in three minutes. She also had broken teeth as a result of a punch from her employer. Not only are the poor Filipinas suffering from abuse but also our male nationals. There were eleven Filipino fishermen in Ireland who were receiving physical abuse from the son of the ship’s owner and the fishermen said that not only they were abused but their employer did not comply with the things stated in the contract.

Despite the misfortunes of a lot of the Overseas Filipino Workers abroad, it does not stop the Filipinos to try their luck outside the country. For me, Filipinos are not that hardworking unlike the other nationals who rush and do all the work they can do even their working hours are over, we tend to hang out rather than to work overtime, in short we tend of slacking off when we know that we can do the work later or in the next few days even if we can already do it at the moment, but when it comes to our family, we will do anything to give them a good life that we endure the life thousand miles away from our beloved ones. The love for the family of the Filipinos may be one of the reasons why Filipinos strive to work abroad, doing dirty, difficult and dangerous jobs, searching for a greener pasture rather than to stay here in the Philippines.

It is good that no one of the OFWs nowadays has experienced or is experiencing the cases like Flor Contemplacion’s and Angelo Dela Cruz’s, and we hope that those grave incidents will never happen again. We can see that the Philippine government is doing its best to prevent other cases such as what happened to Flor and Angelo. Though we can see the effort of our government, sadly there are still a lot of Filipinos being maltreated abroad. Which these kinds of maltreatment can shatter a Filipino’s dream in to pieces.

The Philippine Government must think of a more effective foreign policy or policies to ensure the safety and the dignity of the Filipinos overseas if our government cannot make the Filipinos to stay and try to make their lives better here in our motherland or they can set higher standards to Filipinos so that the jobs that they will get will be white collar jobs which I think not prone to maltreatment, also they must make a policy towards the recovery of the Filipinos that were repatriated due to abusive acts of their employers, on what they have to do after their unpleasant experience abroad. However, it is not only the government that must do its part, but the Filipinos who want to work abroad must also do its part by helping themselves and cooperating with the government and comply with its rules and laws, they must not negotiate with illegal recruiters thus their lives will not be in danger and that their hard work will be paid off so that they can ensure that they will be able to bring their family to a better life. The government must do anything to protect the Philippine nationals, either in or out of the country, either businessman or employee, male or female, young or old as long as a person is a Filipino because every Filipino’s life is important, for every Filipino can be a key for the betterment of our country. It is not too late for our country to progress, it just need cooperation between the government and the nationals. The government will implement laws, ensure the protection of nationals, harmonize the relationship of the Philippines with other countries, preserve the national security, and be transparent to the Filipinos, and of course us nationals will abide by the rules of the government and do our best to make our lives better, when all of these happens, there’s no doubt that the Philippines will progress. I believe and all of us must believe that no one can bring the Philippines to success but only us, Filipinos.

Seat work (July 5,2010)

Question #1 - What is the mandate of the Department of Foreig Affairs in terms of being the principal arm to implement foreign policy? What other institutions help or assist the DFA in realising foreign policies?

RA 7157, otherwise known as “Philippine Foreign Service Act of 1991”, gives mandate to the Department of Foreign Affairs to implement the three pillars of the Philippine Foreign Policy, as follows:

1. Preservation and enhancement of national security.

2. Promotion and attainment of economic security

3. Protection of the rights and promotion of the welfare and interests of Filipino overseas

Other institutions that can help the DFA realizing foreign policies are Philippine Overseas Employment Administration, Overseas Workers Welfare Administration, Department of Labor and Employment, Foreign Service Institute, Department of Tourism, Bureau of Local Employment, Department of Trade and Industry, Commission on Overseas Filipinos.

Question #2 – Enumerate the 8 Foreign Policy Realities of former President Arroyo. For each reality, find 2-3 related news articles and then make an analysis as to what extent did the Arroyo administration work to implement the said realities.

8 Foreign Policy Realities of former President Gloria Macapagal-Arroyo

1. China, Japan and the United States and their relationship will be a determining influence in the security situation and economic evolution of East Asia;

2. Philippine foreign policy decisions have to be made in the context of ASEAN;

3. The international Islamic community will continue to be important for the Philippines;

4. The coming years will see the growing importance of multilateral and inter-regional organizations to promote common interests;

5. As an archipelagic state, the defense of the nation's sovereignty and the protection of its environment and natural resources can be carried out only to the extent that it asserts its rights over the maritime territory and gets others to respect those rights;

6. The country's economic policy will continue to be friendly to both domestic and foreign direct investments;

7. The Philippines can benefit most quickly from international tourism

8. Overseas Filipinos will continue to be recognized for their critical role in the country's economic and social stability.

Question #3 – With the assistance of different bureaus, institutions as well as interest groups, it is the President that drafts state policies. What do you thinks will be included in President Noynoy’s foreign policy list now that he has assumed the Presidency? Identify five issues and find news clipping to support your answer.

Having a new leader of our country, we are expecting new foreign policies spearheaded by him, and President Noynoy’s foreign policy may include inviting more foreign investments towards our country to provide more jobs for Filipinos.

Question #4 – How significant is ASEAN in Philippine foreign policy?

Since Philippines is a part of ASEAN, it is significant in our foreign policy because it provides stronger binding within its members that are working together for economic and social development that can help us achieve our goals.

Philippine History

I was absent last June 28, 2010 due to high fever that is why the content of this blog is just what I understand with the article.

Philippine History was introduced to me way back in grade school and until high school, I did not get away from it. Through reading the articles, I was able to refresh my memory about Philippine history. And one thing that really got my attention was that “Philippines is the 3rd largest English-speaking country in the world”, I know this already but I kept on being amazed whenever I come across with this statement because it shows that Filipinos are really hospitable and that we can really adopt when we go to other countries though sometimes there are negative speculations about Filipinos being good in speaking in English for others see it that it diminishes nationalism in every Filipino’s hearts. From the other article, the thing that stayed in my mind is the statement that the “Philippines seemed to be better prepared than other Southeast Asian countries to break from the ranks of poor, developing countries.” It is so sad to say that until now, Philippines is still stagnant, maybe it is developing but there are still a lot of Filipinos who are experiencing poverty. However, I believe that Philippines has still its potential for development, and we are going to progress in the next few years.

A lot of theories in just one world

It is true that we have one world yet we have a lot of theories. Before we had the discussion, I already have a background about some of the theories, like realism and liberalism, though there are a lot of things that I still do not know about these theories. For realism, I always think about that states are the main actors, gaining of power, and there is no room for cooperation that may lead to war. While for Liberalism, non-state actors are also important because they can promote cooperation that can lead to economic integration, and of course there is democracy. And lastly, constructivism which the article said that it is deeper than realism and liberalism because it does not just accept what is given, it asks questions, and it is based on values and norms.

So after the discussion, I acquired more knowledge about theories. One of those is that even though a country believes in a theory, it does not mean that they apply it purely to its interests. For example, the United States of America, they are a liberalist country but they failed to cooperate with other states by not signing the Kyoto Protocol and Copenhagen Agreement because their interest is more of profit maximization than the environment. Another is the Democratic Peace Theory which states that democratic countries does not go to war with each other, I somewhat believe with this theory though not all democratic countries do not go to war with each other, one of the example is the Iraqi war 2003. Also, for the constructivist, the truth is changing since the context and policy are changing. And lastly, I learned about Positivism and Post-positivism and their differences, positivism is more of realism and there is only one Truth and it is power, while post-positivism is under constructivism that believes that there are many truths and interprets issues and concerns within a society.

Indeed, we have a lot of theories, and I believe that a country cannot stick to just one theory, because there will be times that the theory that it is applying may be a hindrance to achieve its national interest so it will set aside its theory because national interest is more important for them.

Expectations

What are your expectations in this course? This is a very typical question posted by the professors every start of the term. And the usual answer by the students is to learn in fun and easy way. Yes, it is also my usual answer. But what I also expect to this course is not to know every little thing about Philippine Foreign Policy but just to know an overview about it, what really is it all about, to be aware of the some of policies of our country and if it is effective or not and to learn lessons that will be useful for me for my future career. Also, I expect that there will be more light discussions, like the one we had last session, it seems that the whole class was just having a talk at the same time we are learning. And of course, I’ll be expecting good grades and I’ll be doing my best to have a high grade at the end of the term.
